Try to uninstall Shearwater Cloud Desktop temporarily, sometimes this helps. Try also to pair it in Windows Bluetooth settings, if you've not done it yet.

Yes, on Android GPS/Location is necessary for Bluetooth.

No, this field is not shown in the logbook window. You would have to add the serial number to the equipment name field, then it is shown in the logbook as well.

COM1 is usually not the correct port, those start with COM3. So I guess the cable is broken and the correct port is not shown.
